HaShem Will Console Yerushalayim

"שובו לאשר העמיקו סרה". "שובו בנים שובבים ארפה משובותיכם
'Return, those who have become deeply enmeshed in turning away'. And it says "Return, children who have rebelliously strayed, I will cure your rebellion."

The first Passuk refers to the people who are deeply enmeshed in sin. The Radak explains the word שובבים as מורדים - even they are given the chance to be healed - ארפה משובתיכם. But the people at the lowest level - the בוגדים - The people who have tasted the Divine experience and rejected it.

הביטו וראו אם יש מכאוב כמכאבי אשר עולל לי אשר הוגה יהוה ביום חרון אפו
Come to me, all you who go by! Keep your eyes on me, and see if there is any pain like the pain of my wound, which the Lord has sent on me in the day of his burning wrath.

Divine punishment will come to Yerushalayim to clean out the Sedomim and sinners. The sinners have gone into a deep-freeze in their relationship with the Ribbono Shel Olam, and they are callous.

כי-ינחם יהוה את ציון, ינחם את כל-חורבותיה
"HaShem will comfort Yerushalayim, comfort its ruin"
What comfort is it to see Yerushalayim degraded? When HaShem will gather people from all corners of the world, those whose hearts bled and ached to see Yerushalayim being degraded , these people will merit to live in Zion.

וישם מדברה כעדן, וערבתה כגן-יהוה; ששון ושמחה ימצא בה, תודה וקול זמרה
One who will mourn over Yerushalayim will merit to see Yerushalayim rebuilt with glory. They will also be able to see the rebuilding of Yerushalayim for a few precious minutes. Only those people whose hearts bled to see Yerushalayim degraded in the worst way, will merit to live in the rebuilt Yerushalayim and live in Gan Eden. And not only Yerushalayim will be Gan Eden, but all of Eretz Israel.

כי בשמחה תצאו ובשלום תובלון ההרים והגבעות יפצחו לפניכם רנה וכל עצי השדה ימחאו כף
For you will go out with joy, and be guided in peace: the mountains and the hills will make melody before you, and all the trees of the fields will make sounds of joy.
